- WEF will target Los Angeles County residents who have been economically impacted by COVID-19 and who may otherwise not have access to high road career pathways including, but not limited to justice-involved individuals, people experiencing homelessness, highest need communities per the Equity Explorer, women, and black, indigenous, and BIPOC communities. Participants must be enrolled in a County workforce training program and be able to provide a demonstrated financial need for emergency cash assistance.
Project Description
The Wraparound Services for Critical Employment Initiatives Project, also known as the Worker Equity Fund (WEF), provides cash assistance to mitigate potential barriers for populations that were most affected by the COVID-19 pandemic to enable their successful participation in ARP-funded workforce training programs such as High Road Training Partnerships (HRTPs), Careers for a Cause, and other pandemic-related training programs. Individuals and families living in communities most negatively impacted by the pandemic are more likely to be unemployed and underemployed. Some workers lack access to transportation, childcare and the resources needed to successfully train for, compete for, gain employment, and sustain employment. Moreover, childcare, COVID-19 safety, housing uncertainty, and the digital divide remain many of the reasons why many under-resourced workers are not immediately returning to work. The WEF will provide support for workers to promote an equitable economic recovery from the impact of COVID-19. The WEF serves to ensure equitable access to workforce training and job placement services by making available emergency assistance to supplement and fill funding gaps for supports that enable them to train for and compete for gainful employment with long-term economic mobility. . The WEF aims support the catalyzing of employment training and opportunities for communities in need of an equitable economic recovery to reduce economic hardships and improve long-term outcomes both intergenerationally and multi-generationally. Supporting participants in workforce development programs in high-growth and opportunity economic sectors with cash assistance will ensure that COVID-impacted individuals, particularly those who are under-skilled, underemployed, and hard-to-employ to secure employment in the post-pandemic economy. Individuals that will be trained along with receiving job placement services will have improved life outcomes. Individuals will enter occupations that offer career pathways and family-sustaining wages to support recovery from the pandemic. A portion of Tranche 2 funds will include a third-party evaluator (TPE) who will provide a report on the design and evaluation of WEF describing best practices and recommendations for future programming. Tranche 2 funds will be folded into an agreement with a third-party administrator (TPA) who will design, administer, deliver, and execute the WEF.
