Project Description
Mental health treatment facilities are multipurpose organizations that play a vital role in combating mental illness and addressing the homelessness crisis for communities greatly affected by Covid-19 and/or those who were already underserved. A lack of housing has impacted both crises, which has prompted the County to identify underutilized buildings to address this emergency. This project will distribute relief and recovery grants to prepare for the refurbishment of the Metropolitan State Hospital campus in the City of Norwalk, which is currently underutilized, and the construction of a continuum of housing for County residents experiencing homelessness and treatment options for those with mental health challenges – the proposed Los Angeles County Care Community. Activities will include the abatement of hazardous materials and make-ready activities for five of the six buildings the County intends to utilize. The abatement work would include conducting thorough inspections to evaluate the presence and condition of hazardous materials, as well as safely removing and properly disposing of hazardous materials from the site; the make-ready work would include preparing the buildings and courtyard for construction. Supporting the foundational work to construct a healthcare village will establish a form of affordable housing, foster the effort in aiding those with a mental illness, and promote the active usage of existing Los Angeles County buildings, which will ultimately foster the betterment of our residents and the communities where they live.
