Project Description for Los Angeles General Medical Center Psychiatric Subacute Facility
COVID-19 exacerbated mental health challenges worldwide, and Los Angeles County was no exception. The pandemic heightened the demand for mental health services due to widespread anxiety, isolation, and uncertainty, while simultaneously disrupting existing care systems. The Los Angeles General Medical Center Psychiatric Subacute Facility (PSF) is a critical response to these challenges, aiming to address the intensified mental health care needs in the community.
The Los Angeles General Medical Center Psychiatric Subacute Facility (PSF) project is a cornerstone of the LAC+USC Medical Center Campus Restorative Care Village (RCV), focusing on addressing critical mental health care needs in Los Angeles County. The project, with a total budget of $143,000,000, involves the design and construction of a modern 96-bed, approximately 92,000-square-foot multistory facility. It will provide specialized mental health rehabilitation programs for individuals transitioning from acute psychiatric hospitals, state hospitals, jails, and other settings. The PSF facility will significantly contribute to the continuum of care, integrating with existing facilities such as the Mental Health Urgent Care Center (MHUCC) and Residential Withdrawal Management Facility (RWMF). COVID-19's impact on mental health, including increased rates of depression, anxiety, and substance use disorders, particularly affected individuals already at risk, underscoring the importance of a specialized facility like PSF. The facility will also help reduce recidivism and improve outcomes for individuals whose conditions worsened during COVID-19, positioning the Restorative Care Village as a model for community resilience and mental health recovery.
The facility is designed to achieve LEED Gold certification, incorporating sustainable practices such as energy-efficient systems, water conservation features, and environmentally friendly materials. Construction activities will be carefully coordinated to minimize disruption to ongoing operations at the LAC+USC campus, ensuring patient care services remain fully operational.
A critical element of the construction process is the implementation of a Local and Targeted Worker Hiring Policy. This policy aims to allocate 50% of total craft worker hours to local and underserved communities, creating significant employment opportunities and promoting economic growth in the region.
The project is scheduled for substantial completion by December 2026, culminating in a state-of-the-art facility that meets urgent mental health care needs. With a focus on precise execution, innovative construction techniques, and community benefits, this project will serve as a model for integrating advanced healthcare infrastructure into the broader continuum of care.
