Project Description

The renovation and expansion of the West Hollywood Recovery Center (WHRC) will strengthen access to essential recovery services, particularly for LGBTQ individuals and others disproportionately impacted by substance use. This project will increase the center’s capacity to serve a growing number of individuals, ensuring that recovery programs remain accessible, inclusive, and responsive to community needs. By expanding services, reducing barriers to care, and addressing inequalities in access to substance use support, the project directly contributes to broader public health efforts. The COVID-19 pandemic exacerbated these disparities, disproportionately affecting marginalized communities and highlighting the urgent need for expanded recovery resources. By creating a more inclusive and accessible space, the center will help bridge these gaps, supporting individuals in achieving long-term stability. Through strengthened partnerships and enhanced programming, the center will continue to be a vital resource, promoting sustained sobriety, community resilience, and improved health outcomes.

Goals & Objectives

Goal Description By October 2024, architectural services will identify construction needs including ADA and Title 24 compliance to renovate and complete new construction for WHRC meeting spaces so the facility can serve more people impacted by substance abuse especially during COVID-19.

Activity Description The RFP was issued in January 2024 and the contract was ordered in May 2024. The RFP was posted on the City's planetbid website.

Goal Description By June 2027, the project team will be granted a certificate of occupancy for WHRC. This will include the renovation of a historic log cabin for meeting spaces for recovery groups, like the 12-step program, crystal meth anonymous groups, and other community events related to substance used and prevention. This is a very well-known meeting space in the recovery space. The renovation will also consolidate all onto one campus. There are 112,000 attendees per month and 4,000 meetings per year will increase due to the renovation and new construction.

Objective Description In August 2025, the RFP will be issued, and a contractor will be secured by November 2025.
