Project Description
WDACS has been designated by the California Department of Aging (CDA) to operate as Area Agency on Aging (AAA) for Planning Service Area (PSA) 19 under the Older Americans Act (OAA) for all geographic areas of Los Angeles County, except for the City of Los Angeles, which the City Department of Aging serves. This role provides a variety of services, authorized under the OAA and the Older Californians Act (OCA), that promote health, dignity, and well-being of older adults and their family caregivers. One of these programs is the Elderly Nutrition Program (ENP). ENP provides meals to older adults aged 60 and over. Meals are served in a congregate meal setting or delivered to the older adult’s residence. There are over 98 congregate meal sites throughout the County. However, due to the pandemic, the high-risk nature of the older adult population to COVID-19, and related public health restrictions, all meals are delivered to clients at home or through a grab-and-go meal delivery system. Throughout the pandemic, the meal requests for WDACS have reached unprecedented highs as the meals nearly tripled. The pandemic displayed the actual need of older adults to receive proper nutrition and showed food insecurity amongst our target population. The need was so great that WDACS added a new Elderly Nutrition Program Plus, serving approximately 5,600 additional older adults. In Fiscal Year 2020-2021, the ENP meal providers alone served over 4.7 million meals. Five to seven meals are provided weekly by contracted providers and meal plans are approved by registered dieticians. To ensure equitable access to available services, client data of existing 15,000 clients will be geocoded using the COVID-19 Vulnerability and Recovery Index to identify those that reside in highest, high, and moderate need communities. The OAA and the California Code of Regulations (CCR) require that ENP complies with the most recent Dietary Guidelines and the Dietary Reference Intakes (DRI). The intent is to ensure that the nutrition services sustain and improve participant health. Menus that follow the Dietary Guidelines and provide one-third of the DRIs in each meal help to prevent nutrient deficiencies and reduce the risk of chronic diseases.
