Project Description

A stable childcare industry is vital to the success of an economy. A reliable licensed childcare provider enables parents across all professions to work, knowing that their children are receiving proper care in their absence. The COVID-19 pandemic decimated the childcare industry throughout Los Angeles County. Many childcare providers were forced to close their doors, some closing temporarily, while other closed permanently. During the first year of the COVID-19 pandemic, from January 2020 to January of 2021, Los Angeles County lost over 1,800 licensed family childcare homes and licensed childcare centers. Faced with increased cost for staffing, supplies and rent, the childcare industry in Los Angeles County has been slow to recover. The Childcare Providers Grant Program is specifically designed to provide financial assistance to licensed childcare providers located in communities that have been most negatively impacted by the COVID-19 pandemic. Using Los Angeles County COVID-19 Vulnerability and Recovery Index tool, childcare facilities are prioritized and selected based on the Need Tier of the neighborhood where the childcare facility is located. Funding for childcare providers will be prioritized based on the Need tier order below: Highest Need High Need Moderate Need Low Need Lowest Need

Goals & Objectives

Goal Description Stabilize licensed ECE facilities to re-open or remain open for a minimum of six (6) months through the provision of $20 million in general operating grants.

Objective Description Provide general operating grants of $15k, $30k, $40k or $80k to licensed ECE facilities in LA County (excluding City of LA)

Activity Description The Child Care Providers Grant Program will prioritize program outreach, engagement, and the distribution of grants in those communities disproportionately affected by the pandemic as identified via the COVID-19 Vulnerability and Recovery Index (Index).

Objective Description Maintain or increase by 3% the number of licensed ECE facilities in LA County (excluding City of LA) open between April 2022 and April 2023

Activity Description Agencies that regularly work with licensed providers, namely the Resource and Referral agencies (R&Rs), will receive funding to assist with program implementation. The (R&R)s will lead program outreach by distributing program marketing materials, creating a grant application training video, and responding to provider inquiries regarding the Program in an effort the icrease the number of Licensed Childcare provider facilities in the County of Los Angeles.
