Project Description
Implementation and expansion of the United Mental Health Promoters (UMHP) Community Based-Outreach program will allow the Los Angeles County Department of Mental Health (LACDMH) to address needs in the most disadvantaged and marginalized communities, specifically those who were disproportionately impacted by the COVID-19 pandemic. Over 5,000 duplicated residents will receive direct and indirect services including household assistance, education, and training regarding COVID-19 prevention/mitigation efforts, and linkages to COVID-19 referrals including testing, vaccinations, and healthcare services. Historically, low-resource, underserved communities within Los Angeles County have experienced high levels of fiscal instability, violence, and trauma accompanied by unmet mental/physical health needs and significant challenges to service access and knowledge. A significant number of the adult population in Los Angeles have been diagnosed with a serious mental illness. Moreover, a meta-analysis revealed that the COVID-19 pandemic has not only impacted physical health but appears linked to increasing mental health concerns and disorders (Salari et al, 2020). The LACDMH’s UMHP project addresses the mental health and wellness of the high and highest-need community residents who will serve as the target population as identified in the COVID Recovery Index. This project will invest in communities through contracting with up to 8 Teams/Community Based Organizations (CBO) serving high and highest need communities. CBO, leveraging their position within the hyperlocal area, will recruit, hire, and train up to 64 UMHP including Promotores de Salud (Promotores), Community Health Workers (CHW), Community Ambassadors (CA) Peer Advocates (PA), and Parent Partners (PP) to serve as trusted representatives and “community member with lived experience.” A composite of outreach, engagement, and psychosocial support activities will provide a pathway to recovery from the COVID-19 pandemic and achieve equitable outcomes for impacted communities.
