Project Description

The pandemic exacerbated existing inequities, leaving domestic violence survivors even more vulnerable to physical, mental and economic harm. Prior to the pandemic, domestic violence was an issue that, due to system inequities, already disproportionately impacted women, especially women of color, low-income women, and women without immigration status, as well as individuals who identified as LGBTQIA+, gender-queer and gender nonconforming / nonbinary. The purpose of the Small Dollar Grants for Domestic Violence Survivors project is to bolster the financial security for survivors of domestic violence (DV) who have been severely impacted by the COVID-19 pandemic prioritizing the most financially insecure and in-need disadvantaged communities. The Department of Consumer and Business Affairs (DCBA)’s Center for Financial Empowerment will partner with community-based organizations with DV subject matter expertise to award $2,500 grants to cover relocation expenses, medical bills, and other costs necessary to bolster financial independence. ARP funds will support the economic recovery of DV survivors so they may focus on economic recovery and independence as a focus for intervention. The project will also fund administrative and staff costs to develop and implement this project incurred from August 2021 to the conclusion of the project.

Goals & Objectives

Goal Description Provide access for at least 500 domestic violence survivors to use for immediate and flexible cash assistance that will enable participants to secure short term housing, healthcare and other resources that can provide real time relief and the opportunity for the survivor to move towards economic recovery and independence by on or before December 31, 2024

Objective Description DCBA will identify and enter an agreement with one contractor to carry out the administrative duties of distributing grants to domestic violence survivors.

Activity Description Disburse $1.25 million in small-dollar grants ($2,500 each) to 500 qualifying domestic violence survivor households by May 31, 2023.

Goal Description DV Survivor CBOs will confirm wraparound services were offered to at least 50% of DV survivor applicants, conduct outreach, provide technical assistance to DV Survivor CBOs, and provide a final impact report with lessons learned and best practices.

Objective Description By May 15, 2023, DCBA will contract with the a TPA to provide technical assistance to 5 DV CBOs:
