Project Description
Market Match is a healthy food incentive program which distributes funds to overcome financial barriers for low-income residents to buy fresh produce at farmers’ markets in LA County. Market Match is implemented in historically underserved, low-income communities to ensure equitable access to healthy food. Low-income, communities of color were disproportionately impacted by the Covid-19 public health emergency. These funds will be used to provide services to the same communities who are also disproportionately impacted by food insecurity. At an individual level, Market Match extends the purchasing power of nutrition assistance programs, such as the Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, and known in California as CalFresh. CalFresh benefits are supplemental in nature, and LA County Health Survey data shows that low-income households still experience food insecurity while participating in CalFresh. CalFresh benefits appear to be insufficient to meet the needs of families facing food insecurity. The Market Match program provides on average $10 of matching funds for fruits and vegetables at participating farmers’ markets. This program is vital in supporting local farmers and businesses, promoting sustainable food systems and community food security. This funding will help to expand these nutrition incentive programs and ensure that CalFresh and other federally funded nutrition assistance program participants can purchase more healthy foods with their benefits. Researchers estimate that the federally funded incentive dollars at California farm-direct outlets led to an economic impact multiplier of 3.0 in the local economy. That means for every $1 of Market Match, an additional $3 is generated in the local economy. TRANCHE II - Tranche 2 will provide an extension of the program to complete an additional 35,000 ARP Market Match transactions in the highest and high-need communities impacted by the COVID-19 pandemic, and will be extended for an additional six months. TRANCHE II (reallocation) - Tranche 2 reallocation will provide an extension of the program to complete an additional 17,500 ARP Market Match transactions in the highest and high-need communities impacted by the COVID-19 pandemic, and will be extended for an additional six months.
