Project Description

This Project is intended to serve Willowbrook and surrounding communities in South Los Angeles which are home to primarily African American and Latino residents who have been disproportionately impacted by the COVID-19 pandemic. This Project will help with recovery from the pandemic by facilitating the development of a new museum and sports complex where much needed cultural, educational, and recreational activities will be offered to residents. Specifically, the Project consists of site preparation for the development of a museum and design and construction of a new sports complex and associated park improvements, including parking and connective features, at Earvin "Magic" Johnson Recreation Area to meet the cultural, educational, and recreational needs in the unincorporated community of Willowbrook and beyond. The museum will consist of gallery, office, storage, and flexible spaces as well as onsite staff and visitor parking. The sports complex may consist of soccer fields, basketball courts, a skate park, and/or a track and field stadium, which are amenities included in the park's Master Plan based upon community input. Since the Board of Supervisors adopted the Master Plan in 2016, the Los Angeles County Department of Parks and Recreation (DPR) has worked diligently towards its implementation. The addition of the proposed museum and sports complex will help to fulfill the community's vision for the park and address local and regional needs for cultural facilities and active sports amenities which are lacking in Willowbrook and surrounding communities in South Los Angeles. This Project includes retroactive costs beginning June 21, 2023.

Goal Description Increase access to cultural facilities and programming for South Los Angeles residents, especially for the 46,500+ residents living within census tracts located 0.5-mile (typical walking distance) of the park, through beginning the preparation of the land for future museum by December 2026.

Objective Description Provide access to a new museum for 46,500+ residents living in census tracts located within 0.5-mile of the park by December 2026.

Activity Description By December 2026, conduct site preparation activities, including but not limited to analyzing, assessing, clearing, cleaning, and securing the site, to facilitate the development of a museum with 52,300 square feet of gallery/office and 110,400 square feet of storage at its buildout.
