Project Description

The Marina del Rey Parking Structure (Project) will establish a multimodal-mobility hub consisting of a two-story parking structure with roof level parking that would accommodate 369 stalls. In response to the negative physical and mental health impacts of COVID-19 isolation, the project provides enhanced access to Marina del Rey and its most popular amenities, recreational programming, and free events. The project is strategically located on Mindanao Way with direct access from Lincoln Boulevard (State Route 1) and the Marina Expressway (State Route 90), serving the vast majority of visitors who arrive via personal vehicles, and is sited within a short walk of Burton Chace Park which offers year-round recreational programming such as free yoga classes and walking club as well as very popular free summer concerts and holiday events, thereby enhancing access to safe, healthy social interactions in a unique waterfront setting with breathtaking views of the harbor and Pacific Ocean. The project site also provides direct access to active transportation via the County’s Marvin Braude and Ballona Creek bike paths which provide additional healthy activities to counteract negative impacts of COVID-19 isolation, during which even access to public beaches and parks was restricted. In addition, the Project will be one of the first to be completed under Supervisor Holly J. Mitchell’s July 12, 2022 motion “Aligning Marina del Rey (MdR) with Los Angeles County Priorities for Equity and Inclusion”, now referred to as MdR for All. This Board initiative aims to establish a plan for the long-term, holistic development of MdR with a focus on equity and inclusion to reduce recreational barriers and improve the accessibility of MdR, particularly for historically underserved communities.

Goal Description By December 2026, increase access to Marina Del Rey through the construction of a new parking structure and multimodal transportation hub. This increased access to MDR and surrounding communities to recreational activities and outdoor spaces designed to support mental and physical health.

Objective Description By December 2026, complete the construction of the parking structure to expand the number of parking spaces available to individuals visiting Marina Del Rey by 90 stalls.

Outcome Description The completion of the stated goals provided additional access to outdoor activities to improve the health and wellness needs of the communities impacted by COVID 19. During COVID 19 isolation, an unintended consequence on mental and physical health grew. There is growing evidence showing that exposure to the natural environment (e.g., blue-green spaces) can improve human health and wellbeing.

Goal Description Create civic art piece through collaboration with local artists to support artists economically impacted by COVID-19. This will also beautify the parking structure.

Objective Description By December 2024, Select a local artist to initiate creating a civic art piece to be installed at the parking structure.

Outcome Description The civic art component met the objectives for the project by selecting a local artist to create, fabricate, and install an art piece. During COVID 19 the art industry suffered economic hardship which this opportunity helps in the recovery from the COVID 19 pandemic. The art piece improves the outdoor environment around the parking structure.
